Al-Israa 17:58
الإسراءوَإِن مِّن قَرْيَةٍ إِلَّا نَحْنُ مُهْلِكُوهَا قَبْلَ يَوْمِ ٱلْقِيَـٰمَةِ أَوْ مُعَذِّبُوهَا عَذَابًا شَدِيدًا ۚ كَانَ ذَٰلِكَ فِى ٱلْكِتَـٰبِ مَسْطُورًا
There is no [disbelieving] town except that We will destroy it before the Day of Resurrection or punish it severely[51]. This is written in the Record[52].

And there is no city but that We will destroy it[755] before the Day of Resurrection or punish it with a severe punishment. That has ever been in the Register[756] inscribed.

58. And there is not a town (population) but We shall destroy it before the Day of Resurrection, or punish it with a severe torment. That is written in the Book (of Our Decrees)[9]
[9] (V.17:58) It is said by ‘Abdullâh bin Mas‘ûd رضي الله عنه: "If the people of a town indulge in illegal sexual intercourse and practise Ribâ (usury of all kinds), Allâh permits its destruction." (Tafsîr Al-Qurtubî).
