This is a tafsīr in a language other than Arabic as the Quranic Universal Library (QUL, by Tarteel) has it, taken through the open copy of QUL’s data that spa5k/tafsir_api keeps. QUL’s record does not say who wrote or translated it or which printed edition it follows, and states no licence for the text, so the right to show it is not verified. Nobody has compared it with a printed book, and no scholar has reviewed it. Each passage stands beside the verses it comments on, which are the Qur’ān text of Tanzil, shown as it is there. Sabīl did not write or translate any of it.

وَإِن مِّن قَرْيَةٍ إِلَّا نَحْنُ مُهْلِكُوهَا قَبْلَ يَوْمِ ٱلْقِيَـٰمَةِ أَوْ مُعَذِّبُوهَا عَذَابًا شَدِيدًا ۚ كَانَ ذَٰلِكَ فِى ٱلْكِتَـٰبِ مَسْطُورًا 58
58- Kıyamet gününden önce helak etmeyeceğimiz yahut oldukça ağır bir azapla azap etmeyeceğimiz hiç bir ülke yoktur. Bu, Kitapta (Levh-i Mahfuz’da) yazılıdır.
58. Yani peygamberleri yalanlayan her bir ülke ahalisini kıyamet gününden önce mutlaka ya helâk ederiz yahut da şiddetli bir azaba uğratırız. Bu, Yüce Allah’ın yazıp takdir ettiği ve kesin hükme bağladığı bir kaderidir. Onun gerçekleşmesi kaçınılmazdır. O halde yalanlayıcıların Yüce Allah’a dönmek ve peygamberlerini tasdik etmek için ellerini çabuk tutmaları, onlar hakkında azap sözü tamamlanmadan ve azapları gerçekleşmeden önce bunu yapmaları gerekir.
