الأنفال

إِنَّ شَرَّ ٱلدَّوَآبِّ عِندَ ٱللَّهِ ٱلصُّمُّ ٱلْبُكْمُ ٱلَّذِينَ لَا يَعْقِلُونَ

Meaning

The worst of creatures before Allah are those who are deaf and dumb, and who do not understand.
