Imam's Rights over the Subjects

19 ḥadīths

If Allah wills to do good to a ruler, He appoints for him a truthful adviser, who will remind him if he forgets and help him if he remembers. And if Allah wills otherwise for him, He appoints for him a bad adviser who will not remind him if he forgets, nor will he help him if he remembers.

عن عائشة رضي الله عنها مرفوعًا: «إِذَا أَرَادَ اللهُ بِالأمِيرِ خَيرًا، جَعَلَ لَهُ وَزِيرَ صِدقٍ، إِنْ نَسِيَ ذَكَّرَهُ، وَإِنْ ذَكَرَ أَعَانَهُ، وَإِذَا أَرَادَ بِهِ غَيرَ ذَلِكَ جَعَلَ لَهُ وَزِيرَ سُوءٍ، إِنْ نَسِيَ لَمْ يُذَكِّرهُ، وَإِنْ ذَكَرَ لَمْ يُعِنْهُ».
‘Ā’ishah (may Allah be pleased with her) reported that the Prophet (may Allah's peace and blessings be upon him) said: "If Allah wills to do good to a ruler, He appoints for him a truthful adviser, who will remind him if he forgets and help him if he remembers. And if Allah wills otherwise for him, He appoints for him a bad adviser who will not remind him if he forgets, nor will he help him if he remembers."

Explanation

The Messenger of Allah (may Allah's peace and blessings be upon him) said: "If Allah wills to do good to a ruler." This goodness of granting an honest adviser was interpreted as the good of both abodes; this life and the Hereafter. It was also interpreted to be Paradise. His statement: "He appoints for him a truthful adviser" means truthful in his words and deeds, both inwardly and outwardly. He described him as being truthful because that is the basis of good companionship. So, if this ruler forgets something that he needs —given that forgetfulness is part of human nature— or if he is misled in a religious matter or a verdict against an oppressed person or in something related to the welfare of his subjects, then this truthful adviser will remind him and guide him to a sound judgment. Also, if this ruler knows the sound judgment, his truthful adviser will support him with his words and deeds. His statement: "If Allah wills otherwise for him" means other than good. His statement: "He appoints for him a bad adviser who will not remind him if he forgets, nor will he help him if he remembers" means that He will grant him an evil adviser who will be evil in his words and deeds, the opposite of the first case. If the ruler forgets or is misled, he will not assist him or guide him to what is right because he lacks the light in the heart which would allow him to help the ruler. If the ruler knows what to do, he will not assist him; rather, he will discourage him from doing the right thing due to his evil nature and bad intentions.

Allah never sent any prophet nor did He invest anyone with authority except that he has two entourages: one entourage enjoins him to do good and encourages him to carry it out; another entourage enjoins him to do evil and incites him to carry it out.

عن أبي سعيد الخدري وأبي هريرة رضي الله عنهما مرفوعاً: "ما بعث الله من نبي ولا اسْتَخْلَفَ من خليفة إلا كانت له بطانتان: بطانة تأمره بالمعروف وتَحُضُّهُ عليه، وبطانة تأمره بالشر وتَحُضُّهُ عليه، والمعصوم من عصم الله".
Abu Sa‘īd al-Khudri and Abu Hurayrah (may Allah be pleased with both of them) reported that the Prophet (may Allah's peace and blessings be upon him) said: "Allah never sent any prophet nor did He invest anyone with authority except that he has two entourages: one entourage enjoins him to do good and encourages him to carry it out; another entourage enjoins him to do evil and incites him to carry it out. Saved is the one whom Allah protects.''

Explanation

The Prophet (may Allah's peace and blessings be upon him) informs that Allah did not send any prophet, nor gave anyone authority, except the prophet or sovereign has two entourages. One commands him with good and the other commands him with evil. The one who is saved from the negative influences of an evil entourage is the one whom Allah protects.

Do not be importunate in asking (for something), for by Allah, if one of you asked me for something and I gave it to him while I am reluctant, there will be no blessing in what I gave him

عن معاوية بن أبي سفيان رضي الله عنهما قال: قال رسول الله صلى الله عليه وسلم : «لا تُلْحِفُوا في المسأَلة، فوالله لا يَسْألني أحدٌ منكم شيئًا، فَتُخْرِجَ له مسألته منِّي شيئًا وأنا له كارِهٌ، فيُبَارَك له فيما أَعْطَيتُه».
Abu ‘Abdur-Rahmān Mu‘āwiyah ibn Abi Sufyān (may Allah be pleased with him) reported: The Messenger of Allah (may Allah's peace and blessings be upon him) said: "Do not be importunate in asking (for something), for by Allah, if one of you asked me for something and I gave it to him while I am reluctant, there will be no blessing in what I gave him."

Explanation

Mu‘āwiyah (may Allah be pleased with him) relates that the Prophet (may Allah's peace and blessings be upon him) forbade people from being persistent in asking for something, noting that such persistence removes the blessing from the given thing. Then, the Prophet swore that if someone asked him for something in a persistent manner and he gave it to him reluctantly, that thing would be bereft of blessing due to the persistent asking.

Religion is sincerity

عن تميم الداري رضي الله عنه أن النبي صلى الله عليه وسلم قال: «الدِّينُ النَّصِيحَةُ» قُلْنَا: لِمَنْ؟ قَالَ: «لِلهِ وَلِكِتَابِهِ وَلِرَسُولِهِ وَلِأَئِمَّةِ الْمُسْلِمِينَ وَعَامَّتِهِمْ».
Tamīm ad-Dāri (may Allah be pleased with him) reported: The Prophet (may Allah's peace and blessings be upon him) said: "Religion is sincerity." We said: "To whom?" He said: "To Allah, to His Book, to His Messenger, to the Muslim leaders and their common folk."

Explanation

The Prophet (may Allah's peace and blessings be upon him) informed that the religion rests upon sincerity and truthfulness, to be observed as Allah ordained, in a perfect manner without shortcomings or deception. It was said to the Prophet (may Allah's peace and blessings be upon him): To whom should sincerity be? He said: First: Sincerity should be to Allah Almighty: by performing deeds sincerely for His sake, not associating partners with Him, believing in His lordship, divinity, names, and attributes, venerating His command, and calling people to believe in Him. Second: Sincerity should be to His Book, namely the noble Qur’an: by believing that it is His speech and the last book revealed by Him and that it superseded all the legislations before it - and by revering it, reciting it correctly, acting upon its definite verses and accepting its ambiguous ones, defending it against the misinterpretation of those who seek to distort it, heeding its lessons and admonitions, spreading its knowledge, and calling people to it. Third: Sincerity should be to His Messenger Muhammad (may Allah's peace and blessings be upon him): by believing that he is the last Messenger, believing him in all that he came with, observing his commands and prohibitions, worshiping Allah only according to what he came with, venerating and revering him, spreading his call, disseminating his Shariah, and negating the accusations leveled against him. Fourth: Sincerity should be to the leaders of the Muslims: by helping them in what is right, not fighting them over power, and hearing and obeying them in what is pleasing to Allah. Fifth: Sincerity should be to the Muslims: by showing kindness to them, calling them to Allah, averting harm from them, wishing good for them, and cooperating with them in righteousness and piety.

Benefits

  2. Sincerity occupies great status in the religion.
  3. The religion comprises beliefs, words, and deeds.
  4. An aspect of sincerity is to rid oneself of deception toward the one to whom sincerity is addressed and to wish good for him.
  5. The Hadīth highlights the Prophet's good approach to teaching, as he would briefly mention something and then explain it in detail.
  6. First things first. The Prophet (may Allah's peace and blessings be upon him) began with sincerity to Allah, then to His Book, then to His Messenger (may Allah's peace and blessings be upon him), then to the leaders of the Muslims, and then to the common Muslims.

They lead you in prayers. If they do well, then you will be rewarded; but if they make mistakes, then you will receive reward and the mistake will be theirs

عن أبي هريرة رضي الله عنه أن رسول الله صلى الله عليه وسلم قال: "يُصَلُّونَ لكم، فإن أصابوا فلكم، وإن أخطأوا فلكم وعليهم".
Abu Hurayrah (may Allah be pleased with him) reported that the Messenger of Allah (may Allah's peace and blessings be upon him) said: "They lead you in prayers. If they do well, then you will be rewarded; but if they make mistakes, then you will receive reward and the mistake will be theirs.”

Explanation

The Prophet (may Allah's peace and blessings be upon him) said that when leaders and rulers lead the prayer correctly, both the leaders and those who follow them in prayer will be rewarded; but if they pray incorrectly, only the followers will be rewarded while the leaders will bear the sin of incorrect prayer. Even though the Hadīth is talking about state leaders, mosque leaders (Imāms) are included as well. They will be rewarded or punished as per the way they pray. In addition, the Hadīth indicates the obligation of observing patience with those in authority, even if they pray incorrectly or delay prayer. In such cases, one must not break with them, and one should delay the congregational prayer as they do. For this particular reason, the delay is justified so that one can join the congregational prayer. For the followers, it would be as if they prayed at the beginning of the designated time for prayer. However, the delay is allowable only if the allocated time for prayer does not expire. It is noteworthy to mention that breaking with the community of Muslims; and refusing to obey the instructions of those in authority, parting with them, instigating people against them, or spreading their shortcomings are all at odds with the religion of Islam.

Listen and obey, for they are only responsible for their duty, and you are responsible for your duty

عَنْ وَائِلٍ الْحَضْرَمِيِّ قَالَ: سَأَلَ سَلَمَةُ بْنُ يَزِيدَ الْجُعْفِيُّ رضي الله عنه رَسُولَ اللهِ صَلَّى اللهُ عَلَيْهِ وَسَلَّمَ، فَقَالَ: يَا نَبِيَّ اللهِ، أَرَأَيْتَ إِنْ قَامَتْ عَلَيْنَا أُمَرَاءُ يَسْأَلُونَا حَقَّهُمْ وَيَمْنَعُونَا حَقَّنَا، فَمَا تَأْمُرُنَا؟ فَأَعْرَضَ عَنْهُ، ثُمَّ سَأَلَهُ، فَأَعْرَضَ عَنْهُ، ثُمَّ سَأَلَهُ فِي الثَّانِيَةِ أَوْ فِي الثَّالِثَةِ، فَجَذَبَهُ الْأَشْعَثُ بْنُ قَيْسٍ، وَقَالَ: «اسْمَعُوا وَأَطِيعُوا، فَإِنَّمَا عَلَيْهِمْ مَا حُمِّلُوا، وَعَلَيْكُمْ مَا حُمِّلْتُمْ».
Wā’il al-Hadrami reported: Salamah ibn Yazīd al-Ju‘fi (may Allah be pleased with him) asked the Messenger of Allah (may Allah's peace and blessings be upon him), saying: O Prophet of Allah, what if we are governed by rulers who seek their rights from us and deny us our rights, what do you command us to do? He turned away from him. Then he asked him, and he turned away from him. Then he asked him for the second or third time, so Al-Ash‘ath ibn Qays pulled him, and he said: "Listen and obey, for they are only responsible for their duty, and you are responsible for your duty."

Explanation

The Prophet (may Allah's peace and blessings be upon him) was asked about the rulers who demand their right from people, i.e., to listen and obey and withhold the right that is due to them, namely fulfilling justice, giving the spoils of war, redressing and settling grievances. What do you command us to do with them? The Prophet (may Allah's peace and blessings be upon him) turned away from him as if he disliked these kinds of questions. However, the questioner repeated his question for the second and third time; thereupon, Al-Ash‘ath ibn Qays (may Allah be pleased with him) pulled the questioner to silence him. The Prophet (may Allah's peace and blessings be upon him) answered by saying: Listen to what they say and obey their command, as they are only responsible for their duty and for what is entrusted to them of fulfilling justice and giving the subjects their rights, and you are responsible for your duty of obedience, fulfilling rights, and enduring misfortunes patiently.

Benefits
  1. The command to listen to and obey the rulers in all cases when it comes to what pleases Allah Almighty, even if they do not fulfill the subjects' rights.
  2. The rulers' negligence in carrying out their duty does not justify the people's negligence in fulfilling their duties in return, as everyone is responsible for his deeds and will be held accountable for his negligence.
  3. Religion is not built on bartering; rather, it is built on the commitment to obligations, even if others in return prove negligent in meeting their duties, as mentioned in this Hadīth.

Anyone pledges allegiance to a ruler, giving him the grasp of his hand and sincerity of his heart, he should obey him to the best of his capacity. If another man comes forward disputing his authority, then you should behead the latter

عن عبد الله بن عمرو رضي الله عنهما قال: كنا مع رسول الله - صلى الله عليه وسلم- في سفر، فَنَزَلنَا مَنْزِلًا، فَمِنَّا مَنْ يُصلِح خِبَاءَه، ومِنَّا من يَنتَضِل، ومِنَّا مَن هو في جَشَرِهِ، إِذْ نادى مُنادي رسول الله صلى الله عليه وسلم : الصَّلاةُ جَامِعَةٌ. فاجْتَمَعنَا إلى رسول الله - صلى الله عليه وسلم - فقال: «إِنَّه لَمْ يَكُن نبي قبْلِي إِلاَّ كَان حَقًّا عليه أَنْ يَدُلَّ أُمَّتَه عَلَى خَيرِ مَا يَعْلَمُهُ لَهُم، ويُنذِرَهُم شّرَّ ما يعلمه لهم، وإِنَّ أُمَّتُكُم هذه جَعَل عَافِيَتَهَا في أوَّلِها، وَسَيُصِيبُ آخِرَهَا بَلاَءٌ وأُمُورٌ تُنكِرُونَهَا، وتَجِيءُ فِتنَةٌ يُرَقِّقُ بَعْضُهَا بَعضًا، وتَجِيءُ الفتنة فيقول المؤمن: هذه مُهلِكَتِي، ثُمَّ تَنْكَشِف، وتجيء الفتنة فيقول المؤمن: هَذِه هذِه. فمَنْ أَحَبَّ أنْ يُزَحْزَحَ عن النار، ويدخل الجنة، فَلْتَأْتِه مَنِيَتُهُ وهو يؤمن بالله واليوم الآخر، وَلْيَأتِ إِلى النَّاسِ الَّذِي يُحِبُّ أَنْ يُؤْتَى إليه، ومَنْ بَايَع إِمَامًا فَأَعْطَاه صَفْقَةَ يَدِهِ، وَثَمْرَةَ قلْبِهِ، فَلْيُطِعُه إِن اسْتَطَاع، فَإِن جَاء آخَرُ يُنَازِعُه فَاضْرِبُوا عُنُقَ الآخَرِ».
Abdullāh ibn ‘Amr (may Allah be pleased with him) reported: We were on a journey with the Messenger of Allah (may Allah's peace and blessings be upon him) and we halted at some place to rest. Some of us began to mend their tents; others began to compete with one another in shooting; and others began to graze their beasts. An announcer of the Messenger of Allah (may Allah's peace and blessings be upon him) announced that we should gather for prayer. So we gathered around the Messenger of Allah (may Allah's peace and blessings be upon him). He said: "It was the duty of every prophet before me to guide his people to what he knew was good for them and warn them against what he knew was bad for them. The safety of this Ummah of yours lies in its early generations, whereas its late generations will be afflicted with trials and with things that you would reject. There will be tremendous trials, one after the other, each making the previous one dwindle into significance. When they are afflicted with a trial, the believer will say: 'This is going to bring about my destruction.' When it is over, they will be afflicted with another trial and the believer will say: 'This surely is going to be my end.' Anyone wishes to be saved from the Hellfire and be admitted to Paradise should die while having belief in Allah and the Last Day, and should treat people as he wishes to be treated by them. Anyone pledges allegiance to a ruler, giving him the grasp of his hand and sincerity of his heart, he should obey him to the best of his capacity. If another man comes forward disputing his authority, then you should behead the latter."

Explanation

This Hadīth states that it is the duty of scholars, just as it was the duty of the prophets, to clarify all forms of good, encourage people to perform it, and guide them to its path. It is also their duty to clarify all forms of evil and warn people against it. The Hadīth shows that the early generations of this Ummah were granted safety from trials, whereas its late generations will be afflicted with evil and trials that will make the coming trials trivialize the previous trials. Safety (from these trials) lies in monotheism, adherence to the Sunnah, kind treatment of people, abidance by the pledge given to the ruler and refraining from rebelling against him, and killing whoever wishes to create dissension among the Muslims.

If any of you is assigned by us to a position but conceals a needle or more from us, it will amount to misappropriation and he will be called upon to restore it on the Day of Judgment

عن عدي بن عميرة الكندي رضي الله عنه مرفوعاً: «من اسْتَعْمَلْنَاهُ منكم على عمل، فكَتَمَنَا مِخْيَطًا فما فوقه، كان غُلُولا يأتي به يوم القيامة». فقام إليه رجلٌ أسودُ من الأنصار، كأني أنظر إليه، فقال: يا رسول الله، اقبل عني عَمَلَكَ، قال: «وما لك؟» قال: سمعتك تقول كذا وكذا، قال: «وأنا أقوله الآن: من اسْتَعْمَلْنَاهُ على عمل فلْيَجِيْء بقليله وكثيره، فما أُوتِيَ منه أَخَذَ، وما نهي عنه انْتَهَى».
‘Uday ibn ‘Umayrah (may Allah be pleased with him) reported that the Messenger (may Allah's peace and blessings be upon him) said: "If any of you is assigned by us to a position but conceals a needle or more from us, it will amount to misappropriation and he will be called upon to restore it on the Day of Judgment." A black man from the Ansār stood up - I can still see him - and said: "O Messenger of Allah, take back your assignment from me." The Prophet (may Allah's peace and blessings be upon him) said: "What has happened to you?" The man replied: "I heard you say such-and-such." The Prophet replied: "I say that even now: Whosoever from you is appointed by us to a position, he should render an account of everything, big or small, and whatever he is given therefrom, he should take, and he should desist from taking what is unlawful."

Explanation

If someone is appointed by us to a position of collecting the income of Zakah or the booty of war and he conceals from us a needle or less, then this amounts to misappropriation, and he will (have to) produce it on the Day of Judgment. Then a black man from the Ansār stood up and asked the Messenger (may Allah's peace and blessings be upon him) to release him of his assignment. He said: "What has happened to you?" The man said: "I heard you say such-and-such (the previous Hadīth)." He said: "And I say that (even) now: Whosoever from you is appointed by us to a position of authority, he should bring everything, big or small. He is to take what is assigned to him; otherwise, he should restrain from appropriating what is not his."

19 ḥadīths
  1. If Allah wills to do good to a ruler, He appoints for him a truthful adviser, who will remind him if he forgets and help him if he remembers. And if Allah wills otherwise for him, He appoints for him a bad adviser who will not remind him if he forgets, nor will he help him if he remembers.
  2. Allah never sent any prophet nor did He invest anyone with authority except that he has two entourages: one entourage enjoins him to do good and encourages him to carry it out; another entourage enjoins him to do evil and incites him to carry it out.
  3. Do not be importunate in asking (for something), for by Allah, if one of you asked me for something and I gave it to him while I am reluctant, there will be no blessing in what I gave him
  4. Religion is sincerity
  5. They lead you in prayers. If they do well, then you will be rewarded; but if they make mistakes, then you will receive reward and the mistake will be theirs
  6. Listen and obey, for they are only responsible for their duty, and you are responsible for your duty
  7. Anyone pledges allegiance to a ruler, giving him the grasp of his hand and sincerity of his heart, he should obey him to the best of his capacity. If another man comes forward disputing his authority, then you should behead the latter
  8. If any of you is assigned by us to a position but conceals a needle or more from us, it will amount to misappropriation and he will be called upon to restore it on the Day of Judgment
  9. It is obligatory upon you to listen and obey (the ruler) in times of your ease and of your difficulty, whether you feel energetically stimulated or you feel compelled, and even when someone else is given undue preference over you
  10. Whenever we gave the Messenger of Allah (may Allah's peace and blessings be upon him) pledge of allegiance to listen and obey, he would say to us: To the best of your ability
  11. A Muslim person must listen and obey concerning what he likes and hates, unless he is ordered to commit a sin. If he is ordered to commit a sin, then he should neither listen nor obey
  12. Whoever insults the ruler, Allah will insult him
  13. Listen and obey, even if an Abyssinian slave, whose head is like a raisin, was appointed a ruler over you
  14. Whoever obeys me has obeyed Allah, and whoever disobeys me has disobeyed Allah; and whoever obeys the leader has obeyed me, and whoever disobeys the leader has disobeyed me
  15. The best of your leaders are those whom you love and who love you, and who invoke Allah's blessings upon you and you invoke His blessings upon them. And the worst of your leaders are those whom you hate and they hate you, and whom you curse and they curse you
  16. When we enter upon our rulers, we say to them things contrary to what we say when we leave them. He said: We used to consider this hypocrisy during the Prophet's lifetime
  17. I advise you to fear Allah and to hear and obey, even if an Abyssinian slave. You will see after me great discord. So, hold fast to my Sunnah and the Sunnah of the rightly guided Caliphs
  18. There will be rulers who tell lies and oppress; whoever believes their lies and assists them in their oppression does not belong to me, and I do not belong to him
  19. I advise you to fear Allah, and to listen and obey even if a slave is appointed as your leader. Whosoever among you shall live after me will see much discord. So hold fast to my Sunnah and the Sunnah of the Rightly-Guided Caliphs
