Al-A'raaf 7:102
الأعرافوَمَا وَجَدْنَا لِأَكْثَرِهِم مِّنْ عَهْدٍ ۖ وَإِن وَجَدْنَآ أَكْثَرَهُمْ لَفَـٰسِقِينَ
We did not find most of them committed to their covenant; rather We found most of them rebellious.

And We did not find for most of them any covenant;[389] but indeed, We found most of them defiantly disobedient.
[389] i.e., they were found to be unfaithful and negligent of Allāh's covenant.
