Ash-Shura 42:28
الشورىوَهُوَ ٱلَّذِى يُنَزِّلُ ٱلْغَيْثَ مِنۢ بَعْدِ مَا قَنَطُوا۟ وَيَنشُرُ رَحْمَتَهُۥ ۚ وَهُوَ ٱلْوَلِىُّ ٱلْحَمِيدُ
It is He Who sends down rain after they have lost hope, and spreads His mercy. He is the Guardian, the Praiseworthy.
