At-Takwir 81:29
التكويروَمَا تَشَآءُونَ إِلَّآ أَن يَشَآءَ ٱللَّهُ رَبُّ ٱلْعَـٰلَمِينَ
But you cannot wish except by the Will of Allah, the Lord of the worlds.
