الأنفال

إِنَّ شَرَّ ٱلدَّوَآبِّ عِندَ ٱللَّهِ ٱلَّذِينَ كَفَرُوا۟ فَهُمْ لَا يُؤْمِنُونَ

Meaning

The worst of moving creatures[32] before Allah are those who persist in disbelief, so they do not believe,

55. Verily, The worst of moving (living) creatures before Allâh are those who disbelieve[6], - so they shall not believe.

[6] (V.8:55) i.e. disbelieve in their Lord (Allâh), deny His Oneness, worship others besides Him, deny His Messengers, and believe not in the Divine Revelation.
